OK, a small detail with Ventura (and Sonoma), the System Preferences gave way to System Settings and everything moved around. One of the more annoying places is with keyboard modifiers, the Option key ⌥ and Command Key ⌘. The confusing thing is where swapping these two keys went.
The Mac keyboards flips the location of these two keys compared with the Windows keyboard mapping. The trick is that you go to System Settings > Keyboard > Keyboard Shortcuts. Then you look at the list and all the way at the bottom is the Modifier Keys.
First go to Select Keyboard and pick the right keyboard, then in swap the two keys and pick done.
