Flashing green means that all other traffic has a red and you are the only ones moving, generally they are for left turns against oncoming traffic but not always, you may have flashing green for both left turns and straight ahead. As far as pedestrians, if you have a flashing green in a left turn lane only, the pedestrians have a DO NOT CROSS that will switch to cross once the flashing green changes.
